Why consent mode V2?
Ensuring compliance with data privacy regulations like GDPR and CCPA is more critical than ever. Google’s Consent Mode V2 makes it easier for businesses to manage cookie consent while maintaining website performance. This practical tutorial will walk you through the process of setting up Consent Mode V2 using Google Tag Manager (GTM) in combination with Cookiebot.
By following this guide, you’ll enable smoother user consent management, optimize your website’s tracking capabilities, and ensure compliance with global privacy regulations.
Step 1: Set Up Your Cookiebot Account
Before integrating Consent Mode V2, you’ll need a Cookiebot account. If you don’t have one, you can sign up quickly using this link.
- Visit the Cookiebot sign-up page.
- Create your account by entering your business details.
- Configure your domain settings and generate your unique Cookiebot ID.
Within Cookiebot, customize your consent banner style and settings under Settings > Banner.
- Choose the categories of cookies (e.g., necessary, preferences, statistics, marketing) you’d like to track based on user consent.
- Tip: preselect all categories and remove the ´X´ to click away the banner. If visitors click away your banner, it is automatically set on ´denied´. If you preselect the options, you increase the chance that your visitors enable cookie tracking.
- Add your website languages under ´content´ so your website visitors see your banner in the right language.
Step 2: Configure Cookiebot in Google Tag Manager
Google Tag Manager is the easiest way to install and manage your Consent Mode V2.
- Add Cookiebot to Google Tag Manager:
- Log in to your Google Tag Manager account.
- Navigate to Tags > New Tag and click on Community Template Gallery.
- Click on the search field and search for Cookiebot CMP.
- Add the tag to your workspace and fill in your Cookiebot ID that you generated in step 1.
- Set the trigger to Consent Initialization – All Pages and name the tag (e.g., “Cookiebot Tag”).

Step 3: Publish Changes
- Save and publish your new tag in GTM.
- Test the implementation to ensure the banner appears correctly on your site.
